Millions of dollars were spent on both sides of the aisle in New York's new 21st district in the North Country, but the representative will remain the same. Congressman Bill Owens defeated Matt Doheny for the second straight election cycle. Early Wednesday morning, the Watertown Republican said he called Owens to congratulate him. The Democrat was first elected to Congress in 2009 and is the first member of that party to represent the North Country sincensince the Civil War.
