Owens talks record and 21st congressional district race

There are a number of very interesting Congressional races coming up in the fall both upstate and down. One to watch is in the northern part of New York where Rep. Bill Owens, who won a special election in 2009, will face off for the second time against Watertown Republican Matt Doheny. Owens is the first Democrat to represent what is currently the 23rd district since the 1870’s and Republicans are hoping to recapture the seat.
