Mayor Michael Bloomberg and Queens Assemblywoman Cathy Nolan got into a fairly heated exchange today at the joint budget hearing in Albany. Nolan, the chair of the education committee, criticized the mayor because the city has yet to come to an agreement on the teacher evaluation plan required by the state and now stands to lose millions in aid.
