Special session on tap?

As the holiday season is upon us, there is an awful lot of chatter that the New York State Legislature will return for a special session before the end of the year.  The legislative calendar ended in June but lawmakers have been talking about the desire for their first pay raise since 1999.  If this were to happen, there would need to be some negotiations with Governor Andrew Cuomo who has said that in turn he would like to see stronger ethics laws for the 213 members.
