Longtime lawmaker Tom Libous lost his seat this summer after he was found guilty of lying to the FBI, creating the opening. Akshar, a Republican like his predecessor, now represents his home region, one that has been hurting economically for years. How much? Akshar says many in the area refer to it not as the Southern Tier but the "Forgotten Tier."
